Research on the Mode of Public Participation in Highway Construction

基于公众参与公共事务管理的重要性，鉴于公路建设项目中公众参与缺失或不足现象的存在，立足公路建设项目全过程，拟定成立第三方公众参与组织，构建公众参与公路建设新模式，制衡各利益相关者，同时为确保公众参与效果，从四个层面进一步探讨了公众参与模式运作的相应措施，以期为公众参与社会其他领域基础事务管理提供借鉴。

In view of the importance of public participation in public affairs management, together with the lack of public participation or insufficient participation in highway construction programms, based on the whole process of highway construction programm, a third -party public participation organization is suggested to be established to design out a new highway construction mode in the paper,which could balance the various stakeholders,in order to ensure the effect of public participation at the same time, the supporting measures in the operation of the model for public participation are further discussed from four aspects with the expectation of providing the reference experience for the public participation in the basic affairs management in the society.
