我国高等教育现代化指标体系建构与阐释

The Construction and Explication of the Index System for Modernization of Higher Education in China

高等教育现代化是目标和过程的统一体。着眼于高等教育现代化的发展目标和实现过程,在梳理高等教育现代化概念内涵及其指标体系相关研究成果的基础上,遵循高等教育发展规律以及现代化的基本表征,综合考量影响高等教育现代化各要素的重要性,选取并较为系统地阐释了思想与理念、体制与机制、结构与质量、服务与贡献、条件与保障等5个维度的17个指标,初步建构评价高等教育现代化程度的指标体系,为下一步指标的优化和赋值打下基础。

The modernization of higher education is the unity of goals and processes. While centered on development goals and realization process of higher education modernization and based on the research about concept connotation and its index system of higher education modernization, this paper keeps to the rules of the development of higher education and the basic characterization of modernization, takes the importance of factors that effect the modernization of higher education into consideration, selects and explains systematically 17 indicators of 5 dimensionalities about modernization of higher education, such as ideas and conceptions, systems and mechanisms, structure and quality, service and contribution, conditions and guarantees. This paper constructs initially an index system for evaluating the modernization degree of higher education, to lay the foundation for next step of indicators assignment and optimization.
