信息公平视域下的文化精准扶贫

Cultural Targeted Poverty Alleviation from the Perspective of Information Equity

实施以信息公平为基础的文化扶贫战略为文化精准扶贫提供了新的解决方案。现实中导致信息不公平的原因有社会成员信息素养不同、获取信息的能动性有差异、资源供给存在地域差异等,造成配置不平衡、公共文化服务供给粗放化、忽视贫困人口的素质培育等偏差。因此在文化扶贫过程中应采取完善文化设施、保障信息权益、合理配置资源、实现供需平衡、开展信息素质培育等策略。

Based on information fairness, the implementation of cultural poverty alleviation strategy provides a new solution for culture spreading. Reasons leading to information inequity in reality include different information literacy of social members, different initiatives to obtain information, regional differences in resource supply, etc.. The information inequity results in various problems, such as imbalance in allocation, extensive supply of public cultural services, neglect of the quality of the poor people, etc..Therefore, in the process of cultural poverty alleviation, we should adopt such strategies as improving cultural facilities, safeguarding information rights and interests, rationally allocating resources, achieving a balance between supply and demand, and developing information literacy.
