生态补偿是指为了保护生态环境和生态资源的平衡,将外部成本内部化的一种制约平衡手段。以黑龙江扎龙湿地保护区为例。人类的开采开发使自然保护区受到了重创,生态功能遭到了毁灭性的破坏。为了解决这一现实问题,做到生物多样性的保护以及生态补偿,构建一套科学的补偿机制。通过生态补偿机制的实施,最大限度的恢复生态功能。

Ecological compensation refers to a method of balancing external costs in order to protect the balance between ecological environment and ecological resources. This paper takes the Zhalong Wetland Reserve in Heilongjiang Province as an example. The exploitation of human beings has caused the nature reserve to be hit hard and the ecological functions have been devastated. In order to solve this practical problem and to achieve biodiversity protection and ecological compensation,a scientific compensation mechanism has been constructed. Through the implementation of the ecological compensation mechanism,the ecological function can be restored to the utmost extent.
