摘要
国家重点研发计划是国家科技计划管理体系改革后产生的一类新型科技计划,采用全链条设计、一体化实施的模式,与以往的科技计划有所不同。如何构建国家重点研发计划的评估体系是管理人员和评估人员面临的挑战。文章提出了国家重点研发计划评估体系构建的5项原则和包含3个层次的评估体系构建设想,并建议从夯实制度基础、积极开展试点、提升评估能力、扩大评估开放度和加强专项后端设计等5个方面入手构建国家重点研发计划评估体系。
The National Key Research and Development Program of China is a new kind of R&D program after the reform of national science and technology program system. It is designed with coverage of full innovation chain and emphasis on the integration of implementation, which is different from the previous programs. It is a challenge for program manager and evaluator to construct the evaluation system of the new program. In this paper, five principles for constructing the evaluation system were proposed. Three level evaluations, including the level of program, sub program and project should be conducted. It was suggested that the construction of evaluation system could be started from five aspects, such as institutionalization, evaluation pilot, capacity building, opening up and reinforcing end design.
