摘要
结合公路设计阶段的主要特点和对PPP模式的思考,通过对PPP模式下公路设计阶段在进行造价控制时出现的问题进行分析,指出设计过程中的经济管理与技术管理脱节、概算编制不详细、变更设计未考虑造价、设计阶段监督不到位、设计深度不足等对造价控制的影响,并且提出了PPP模式下公路设计可以采取加强变更管理、执行限额设计、加强监督索赔管理、经济技术有机结合、进行全寿命费用周期分析等方面来进行造价的控制。
Combined with the characteristics of highway design stage and thinking of PPP mode, based on the analysis of the problems in the cost control of highway design stage under PPP mode, and points out the influence of the disjointed economic management and teehrtieal management, the incomplete budgetary estimate, the inconsistent consideration of the cost in the design change, the incomplete supervision in the design stage and the insufficient design depth in the design process on the cost control, and puts forward that under the PPP mode, we could take these measures to control the cost of highway design, such as strengthening the change management, implementing the quota design, strengthening the supervision and claim management, organic combination of economy and technology, and carrying out the life cycle cost analysis.
