Categorization and Development of Basic Table of Contents of Technical Regulations of Track Engineering of CHINA RAILWAY

工务技术规章是我国铁路技术管理的重要规章,分析中国铁路总公司(简称总公司)工务技术规章数量、分类及存在的问题;结合工务设备与养护维修特点,运用系统工程理论研究提出线路维护、技术管理等11类工务技术规章分类方法,并界定每类规章的规定内容;针对目前规章目录结构信息不足的问题,研究提出包括类别、适用范围、主要内容等10项要素的规章目录结构;在类别设计与目录结构的基础上,构建总公司工务技术规章基本目录;建议参考基本目录完善总公司工务技术规章体系,并进一步开展铁路局集团公司工务技术规章体系研究工作。

Technical Regulations for Track Engineering constitute an important set of regulations for railway technical management in China. This paper looks at the number and categorization of and problems with existing CHINA RAILWAY＇s Technical Regulations for Track Engineering, summarizes the characteristics of track equipment and maintenance, and uses system engineering theory to introduce 11 categories of technical regulations for track engineering, and puts forward what should be in each category. To improve the tables of contents of existing regulations, a sample structure was put forward, which consists of 10 elements, requiring the author to clearly define the category, scope, and main items of the regulations in the table of contents. On the basis of good categorization and structure of table of contents, the paper puts forward the basic table of contents for CHINA RAILWAY＇s Technical Regulations for Track Engineering, and based on it, the regulations can be improved and development of regulations for railway administrations can be carried out.
