2018年中非合作论坛北京峰会开幕式于9月3日下午任人民大会堂举行。习近平主席在主旨讲话中提出，要重点实施“八大行动”促进未来中非合作，其中包括实施健康卫生行动。中国对非医疗援助可追溯至半个多世纪前，而今年则是浙江开展援非医疗50周年。1968年2月，在尼日尔河流域北部的马尔格拉，20位浙江青年筚路蓝缕，写下浙江援非医疗的序曲。50年间，浙江派出一批批援非医疗队员，李新伟便是其中之一。
