“后去产能”时代钢铁企业提升生态承载力及重塑价值链对策措施——以河北省为例

The Countermeasures of Improving Ecological Carrying Capacity and Reshaping Value Chain of Iron and Steel Enterprises in the “Post-Deproductivity” Era: Taking Hebei Province as an Example

2016年2月4日,国务院发布了关于化解钢铁行业过剩产能的具体要求和目标,到2017年12月,经过各省的努力,钢铁行业去产能任务已超额完成,行业将进入“后去产能”时代。但不能否认的是,出现了“有效去产能”和“无效去产能”两种结局。通过分析,这两种结局的共同推手都是追求数量上的去产能,而忽视质量上的去产能。河北省目前的钢铁产能中有近45%的炼铁能力和27%的炼钢能力,属于国家产业政策规定限期淘汰的落后产能。文章选取有代表性的河北省若干钢铁企业,以反映质量意义上的钢铁企业生态承载力为切入点,通过评价钢铁企业生态承载力,针对钢铁企业生态承载力存在的问题,提出“后去产能”时代提升钢铁企业有效产能生态承载力及重塑价值链的对策措施。

On February 4th 2016, the State Council issued specific requirements and targets for resolving excess capacity of the iron and steel industry. By December 2017, through the efforts of the provinces, the deproductive task has been overfull fulfilled, and meantime the industry steps into the ＂post-deproductivity＂ era. However, it cannot be denied that there are two outcomes of ＂effective deproductivity＂ and ＂ineffective deproductivity＂. Through analysis, both of them are driven by pursuing the quantitative of capacity and ignoring the quality of capacity. At present, there are nearly 45% ironmaking capacity and 27% steelmaking capacity in Hebei Province, which belongs to the backward production capacity eliminated by the national industrial policy. This paper selects some representative iron and steel enterprises in Hebei Province and takes their ecological carrying capacity as the breakthrough point to reflect the quality. Through the evaluation of their ecological carrying capacity and aiming at their existing problems, it puts forward the countermeasures of improving effective ecological carrying capacity and reshaoinz value chain of iron and steel enterorises in the ＂oost-deproductivitv＂ era.
