摘要
以升温和极端气候事件频发为特征的气候变化问题已严重威胁到人类社会的发展,如何提升城市适应气候变化的能力,成为亟待解决的重要问题。文章对韧性概念进行了梳理,并简要回顾了国内外城市韧性研究的发展概况;基于此,构建气候变化背景下城市韧性评估的概念框架,并对其定量化评估方法进行探讨;最后基于已有研究发展脉络及当前研究存在的不足,对城市韧性评估研究的发展趋势进行展望,以期为提升城市适应气候变化,规避气候风险的能力提供科学指引。
Climate change featured by increasingly warming and extreme weather events has posed a serious threat to ecological and social systems. How to enhance the city＇s ability to adapt to climate change has become an urgent issue to be addressed. This paper combs various definitions of resilience and briefly reviews the development of urban resilience research nationally and internaitonally. Based on the reviews, this paper develops a conceptual framework of urban resilience assessment and discusses its quantitative assessment methods. Finally, based on the existing research progress and its shortcomings, the paper forecasts the development trend of urban resilience assessment in order to provide scientific guideline for enhancing urban adaptive capacity to climate change and reducing climate risks.
