社会性规范与市场性规范视角下情感驱动战略建构——对东北地区人才现状的省思 被引量:1

Construction of the Emotion-driven Strategy from the Perspective of Social and Market Norms: Reflections on the Current Situation of Talents in Northeast of China

摘要 一个地区的经济社会发展,所依靠的基本要素无非人口、资源和生产组织体制等。目前出现的"东北问题"或"东北现象"的原因主要集中在人口和生产组织体制方面,人口问题尤甚,而人口问题的核心在于人才贫瘠。东北地区"人才贫瘠"的现象,其根本原因在于东北地区的干部对社会主义市场经济体制深入发展和经济业态变革所可能引发的区域经济社会发展问题缺乏科学判断和未雨绸缪,以及干部能力转型明显滞后所引发的"能力本领荒""情感归宿荒""理念意识荒"。解决制约东北地区经济与社会发展的现实问题,东北地区各级各类干部,尤其是党政领导干部作用的充分有效发挥是关键。将情感驱动作为人才战略的突破口,改变东北干部个体在社会公众中的形象,改善东北干部人才发展的大环境,是解决"人才贫瘠"的关键,即以社会性规范和市场性规范为视角推进情感驱动战略的建构。 The basic elements of economic and social development in a region are population, resources, and pro- duction organization system. The reasons for the "Northeastern Problem" or "Northeast Phenomenon" currently emerging are mainly reflected on the population and production organization system. The population problem is particularly serious, and the core of it lies in the poverty of talents. The fundamental reason for the phenomenon of "poor talents" in the Northeast is that the cadres lack scientific judgments and precautions about the regional economic and social development problems, with the in-depth development of the socialist market economic sys- tem and the changes in economic format. Besides, their capacity transformation lagged behind which leads to the "Insufficient ability", "lack of emotional destiny" and "ideal consciousness shortage". To solve practical problems of economic and social development in the Northeast, it is essential to play the full and effective role of all cadres at different levels in the Northeast, especially the role of leading cadres of the party and government. The key to solving the problem of "poor talents" is to regard emotional drive as a breakthrough in talent strategy, change the image of the cadres in public and improve the environment for the development of talents in the Northeast, which means to advance a construction of the emotiona-driven strate~ from the perspective of social and market norms.
