“洞悉风险”方解合作之困——国内外“政府购买公共服务风险”研究差异的文献解释

“Overcoming the Difficulties of Cooperation by Identifying the Risks”:Literature Explanations about Domestic and Foreign Research Differences in“Risk of Government Purchasing Public Services”

政府购买公共服务已经超过政府所有服务总量的三分之一,然而在操作中购买失败的案例日渐增多。通过分析国内外政府购买公共服务风险研究的差异,有助于识别购买风险,提升购买质量。从502篇国外、130篇国内文献来看,国外的购买风险研究是一种具体的、微观的,以降低成本、控制风险为使命的"解构"式途径,国内呈现一种"运动式"的宏观建构。未来我国在理论上需要着力于购买风险识别与防范的研究框架探索,在实践上需要推进政府终极责任制、建立差异化的风险评估机制。

So far government purchasing public services （GPPS） has occupied one third of all the service pro- vided by the government. However, the failed cases in GPPS become more and more. In this paper, after studying 502 foreign papers and 130 domestic papers about the risks of GPPS, we find that Chinese scholars intend to in- vestigate GPPS trying to solve all the problems in the processs of constructing and establishing a ＂service-orient- ed government＂. Unlike the Chinese scholars＇ approach, the foreign scholars concentrate on a concrete and micro work, aiming at cutting cost, controlling risk, and improving the efficiency of service by evaluating the risks of each public service purchased by government. In the future, in theory, we need to focus on the research frame- work of risk identification and prevention. In practice, we suggest to push the ultimate accountability of govern- mental services forward, establish different risk evaluation mechanisms to reduce risks and improve the efficiency of public services.
