众包视角下救灾减灾的社会参与系统运行机制研究

Research on the Operation Mechanism of Social Participation System for Disaster Relief and Disaster Mitigation from the Perspective of Crowdsourcing

我国地域辽阔,灾害频发,对自然灾害的防治面临着严峻的局面。近年,社会公众参与救灾的热情不断高涨,但是很难有效发挥其积极作用。本文通过国内公众救灾减灾经验总结和国外众包救灾模式应用的成果研究,结合我国基本国情,提出科学有效的众包模式救灾减灾方法,以引导社会公众在参与救灾减灾期间的规范行为。

China has a vast territory and frequent disasters. The prevention and control of natural disasters faces a severe situation. In recent years, the public＇s enthusiasm for participating in disaster relief has been rising, but it is difficult to effectively play its active role.This paper proposes a scientific and effective crowdsourcing model for disaster relief and disaster reduction through the domestic public disaster relief experience summary and the results of foreign crowdsourcing disaster relief model application, combined with China＇s basic national conditions, to guide the public to participate in disaster relief and disaster reduction during the normative behavior.
