The Development Logic of the Comprehensive Reform of Higher Education

中国特色社会主义进入新时代,需要我们从基本规定、现实境遇和发展路径等方面深入揭示高等教育综合改革的发展逻辑。高等教育综合改革的基本规定建基于历史与现实统一之上,表现为高等教育价值上的应然、规律上的必然和状态上的实然等三个层面;时代境遇体现在高等教育发展阶段、发展方式、发展道路、治理结构方面的新特质;发展路径应从高等教育综合改革的特征、目标、方法、举措等四个方面进行整体考量、协同推进。

Socialism with Chinese characteristics enters a new era,we need to reveal the development logic of the comprehensive higher education reform from the aspects of basic regulations,realistic situation and development path. The basic provisions of the comprehensive reform are based on the unity of history and reality,which are manifested in three aspects： the value of higher education,the necessity of law and the reality of state. The situation of the times is embodied in the new characteristics of the development stage,development modes,development path and governance structures of higher education. The development path should be considered from the features,goals,methods and measures of the comprehensive reform.
