治理能力现代化视野下我国高校职能部门的越位与复位

Offside and Restoration of Functional Departments of Higher Educational Institutions in China——from Perspective of Governance Ability Modernization

作为学校与院系之间的中间环节,高校职能部门需要在服务学校领导和院系中充分发挥作用。处理好职能部门与院系之间的关系是高校内部治理现代化的重要任务,职能部门应该对院系行使服务和监督的职能。因为"权力本位"观念、制度层面对职能部门职能定位不明确等,使得职能部门存在定位越位问题。只有实现高校去行政化落地生根,推进职能部门大部制改革,以制度明确职能部门的权责,实现职能部门人员职业化,并持续提升工作人员专业化服务水平,才能实现我国高校职能部门定位的复位。

As the mediation between universities and schools,functional departments should give full play to their roles in serving the leaders of universities and schools. Dealing with the relationship between functional departments and schools is an important task for the modernization of internal governance of colleges. Functional departments should perform the functions of service and supervision. In the functional departments＇ functional positioning,due to the concept of＂power standard＂and system level is not clear,functional departments have the problem of positioning offside. In order to realize their rational orientation,universities should advance the reform of de-administration and giant departments,ensure their duties with regulations,realize the professionalism of staff members and improve their service quality.
