高校行政管理伦理失范分析及其规范对策

Analysis and Standard Countermeasures of College Administrative Management Ethics Disorders

高校行政管理伦理出现诸如行政决策理念失范、行政伦理价值被削弱、行政人本思想缺失和行政服务精神错位等迹象,在一定程度上阻碍了高校行政管理事业的进步和发展。究其原因,存在行政伦理价值的多元化及功利化、制度因素对行政人本思想的掣肘、"官本位"思想对行政服务精神的扭曲等诸多因素。针对这些问题,采取优化高校行政管理机制、强化伦理道德体系建设及完善评价体系、树立服务为本的伦理管理理念等措施,不仅可以提升行政决策理念、提升行政伦理价值、强化行政人本理念和凝聚行政服务精神,还可以以制度化、体系化的机制来防范并提升我国高校行政管理伦理水平。

The administrative management ethics in colleges and universities shows some signs such as the anomie of administrative decision-making,the weakening of administrative ethical value,the absence of administrative humanism and the dislocation of administrative service spirit,which seriously hinders the progress and development of college administrative management. There are many factors,such as the pluralism and utilitarianism of administrative ethical value,the restriction of institutional factors on administrative humanistic thought,and the distortion of administrative service spirit by the thought of＂official standard＂. In response to these problems,measures such as optimizing university administrative management mechanism,strengthening the ethics system construction and perfecting the evaluation system,setting up the service to the idea of ethical management measures,can not only enhance administrative decision-making,promote the value of administrative ethics,strengthen humanistic and coagulate administrative service spirit,also can enhance the level of administrative ethics in colleges and universities through institutionalized,systematic mechanism.
