摘要
高素质产业工人队伍建设已经成为我国经济社会发展的头等大事,产业结构转型升级、新旧动能转换、"中国制造2025"以及产业工人的充分发展权都依赖于产业工人队伍建设。针对山东省产业工人素质基本状况及存在的问题,借鉴日本、德国职业教育的成功经验,加强高素质产业工人队伍建设,需要整合社会资源,发挥政府主导作用,建立以职业院校和企业为中心,工会和行业协会协同参与的包括初次培训、转岗培训、进修培训在内的阶梯式、互通式的职业教育体制,打通学历教育和职业教育的界限,在全社会弘扬劳动精神、劳模精神、工匠精神,形成劳动光荣、职业平等的劳动价值观,提高产业工人的社会地位和劳动报酬。
High-quality industrial workers team construction has become increasingly signifcant in China's development of economic society since industrial structure transformation and upgrading, forces conversion of the new and old ones, “2025 manufacturing in China”and industrial workers' rights of development all rely on its group building. Based on fundamental circumstances and problems existed in the quality of industrial workers in Shandong province, we need to borrow successful experience of occupational education in Japan and Germany, enhance the construction of high-quality industrial workers team, combine all social resources, make government functional as core, build a well-established education mechanism centered on occupational institutions and enterprises, in which trade unions and industrial association engage. Meanwhile, this mechanism should be multiple-step, mutual-connection and should involve first training, job-transfer training and further education training. In this case, it could help break the line between scholarship education and occupational education, promote good-quality spirits such as laboring, labor-model and artisans in society, shape labor values of being proud of labor and occupation equality and improve industrial workers' social status and incomes.
