文化旅游特色小镇开发与文化遗产保护行动策略——以山西省阳城县润城镇古堡型文化旅游特色小镇为例

The Development of Small Towns with the Cultural Tourism Characteristic and the Protection of Cultural Heritages—— Taking Runcheng Town, a Castle Town with the Cultural Tourism Characteristic,in Yangcheng County, Shanxi Province, China as a Case

特色小镇建设是国家提出的一项推进社会主义新农村建设的具体实践形式。2016年山西省三镇入选首批"中国特色小镇",阳城县润城镇便是其中之一。润城镇拥有丰富的旅游资源和文化遗产,具备较高的旅游开发价值。结合驱力理论、可接受的改变极限理论和昂普分析理论,从开发目的、资源分析、市场形象定位和旅游产品开发等方面梳理润城镇古堡型文化旅游特色小镇开发思路,并提出打造仿古式文化旅游度假景区,开发新型旅游产品;活化古堡空间功能,建成非物质文化遗产体验博物馆;借助节庆、赛事和民俗演艺活动,搭建复合型非物质文化遗产旅游平台;全民参与文化遗产保护,促进利益共享等润城镇古堡型文化旅游特色小镇开发与文化遗产保护行动策略。以期为山西省及其他类似地区旅游资源开发、文化遗产保护和特色城镇化建设提供参考与借鉴。

The construction of characteristic towns is another concrete practice proposed by the state for thepromotion of the socialist new countryside construction. In 2016, there were three towns in Shanxi Province whichwere selected as the first ＂Chinese Characteristic Small Towns＂. Runcheng Town of Yangcheng County, ShanxiProvince, China is one of them, for it is rich in tourist resources and cultural heritages and thus has a high value oftourism development. With the help of such theories of Drive, Acceptable Change Limit（ACL） and Resource/Market/Production（RMP）, this paper makes an analysis of the development of castle towns with the cultural tourismcharacteristic, such as the town of Runcheng and puts forward strategies for the development of the Runcheng oldcastle town with the cultural tourism characteristic and the protection of cultural heritages, such as creating holidayresorts for antique cultural tourism, developing new products for tourism, activating the space function of ancientcastles, building experience museums of cultural heritages, constructing a compound cultural heritage tourismplatform with the help of festivals, competitions and folk art performances, and promoting benefits-sharing, in hopeof providing reference for the development of tourism resources in the town of Runcheng and other similar places,the protection of cultural heritages and the construction of characteristic towns.
