我国财政农业科技投入存在的问题及对策研究

Study on Problems and Countermeasures of Financial Investment of Agricultural Science and Technology in China

农业科技是加快现代农业建设的决定力量,在保障粮食生产安全和农产品有效供给、农业增效农民增收等方面发挥着重要作用。当前,我国财政农业科技投入主要受农业科技属性、经济发展方式和政策因素的影响,面临着投入总量不足、投入结构不合理、投入管理不完善的问题。建议从明确财政农业科研投入方向、加强财政农业科技投入管理和加大农业科技人员经费保障三方面提高资金使用效率、增强资金使用效果。

Agricultural science and technology is the decisive force to accelerate the construction of modern agriculture, and it plays an important role in ensuring the safety of food production and the effective supply of agricultural products, and increasing the income of farmers efficiency. At present, the financial investment of agricultural science and technology in China was affected by agricultural science and technology attributes, economic development methods and policy, and it faced the problem of insufficient input, unreasonable input structure and imperfect investment management. It was suggested to improve the efficiency of fund use and enhance the use of funds from following aspects：firstly, clearing the direction of financial agricultural research input;secondly,strengthening the management of financial agricultural science and technology investment;thirdly,increasing the funding for agricultural science and technology personnel.
