探析以国土政策助力乡村振兴发展——以四川省巴中市为例

Exploring the National Land Policy to Help Rural Revitalization and Development——Taking Bazhong City,Sichuan Province as an Example

在党的十九大报告中,习近平总书记首次提出了"实施乡村振兴战略"。报告指出:"农业农村农民问题是关系国计民生的根本性问题,必须始终把解决好‘三农’问题作为全党工作重中之重",并提出要坚持农业农村优先发展,加快推进农业农村现代化。结合四川省巴中市地处革命老区、边远山区和集中连片贫困地区实际,提出国土资源部门如何充分发挥国土资源政策优势,释放政策红利、激发乡村活力,助推乡村振兴发展。

In the Report of the Nineteenth National Congress of the Party, General Secretary Xi Jinping first proposed the ＂strategy for the implementation of rural revitalization＂. The report points out： ＂the problem of agriculture and rural farmers is a fundamental problem related to the national economy and the people＇s livelihood. We must always solve the problem of ＇hree rural issues＇ as the top priority of the party＇s work＂, and proposes that we should adhere to the priority development of agriculture and rural areas and speed up the modernization of agricultural and rural areas. Based on the fact that Bazhong is located in the old revolutionary base areas, the remote mountainous areas and the concentrated poverty areas in Sichuan Province, this paper puts forward how the land and resources departments should give full play to the advantages of land and resources policies, release the bonus of policies, and boost the rural revitalization and development.
