摘要
公立医院是我国公共医疗服务行业的主体,也是医疗卫生体制改革的关键环节。薪酬制度改革作为医疗卫生体制改革的重要组成部分,关系到医务人员的切身利益和公立医院公益性质的发挥。本文立足我国医院公益性特点,结合医疗体制改革导向,从公立医院医务人员整体收入水平、收入差距和结构缺陷等方面进行了分析,针对不同医疗机构,不同科室医务人员和非经济性薪酬提出了改革建议。
Public hospitals are the main body of China's public medicalservice industry and a key link in the reform of the medical and healthsystem. As an important part of the reform of the medical and healthsystem, the reform of the salary system is related to the vital interests ofmedical personnel and the public welfare nature of public hospitals. Basedon the public welfare characteristics of hospitals in China, combined withthe reform of medical system, this paper analyzes the overall income level,income gap and structural defects of medical staff in public hospitals, andreform proposals for different medical institutions, medical staff in differentdepartments and non-economic remuneration.
