论高职院校科研诚信档案建设及相关惩防体系的加强

On the Construction of Scientific Research Integrity Archives and the Reinforcement of the Related Punishment and Prevention System in Higher Vocational Colleges

自2011年末我国教育部印发《关于切实加强和改进高等学校学风建设的实施意见》至今,高职院校对科研诚信的监管与建设工作在数年内得到了大幅度提高,但学术不端案例仍时有发生。究其原因可归纳为三点:一是我国当前社会转型期诚信缺失的现象辐射到科研教育领域;二是相关科研诚信档案体系建设不完善,无法实现预期目标;三是科研诚信相关惩防体系力度不够或重视度不够。文章以此为基础,对高职院校科研诚信档案建设的相关问题以及相关惩防体系的加强进行系统的论述分析。

Since the end of 2011, China＇s Ministry of Education has issued the ＂Opinions on the Implementation of Strengthening and Improving Academic Style Construction in Colleges and Universities＂, the supervision and construction of scientific research integrity in higher vocational colleges has been greatly improved within a few years, but cases of academic misconduct still occur. The reasons can be summarized into three points： First, the phenomenon of lack of integrity radiates into the field of scientific research and education in China＇s current so- cial transition period; Second, the construction of the related scientific research integrity archives system is not perfect, and it cannot achieve the expected goals; The third is that the scientific research integrity related punish- ment system is not strong enough or not enough attention. Based on this, this paper systematically discusses and analyzes the related problems in the construction of scientific research integrity archives and the reinforcement of the related punishment and prevention system in higher vocational colleges.
