上海中小微科创企业营商环境的现状、困难及对策

Current Situation,Difficulties and Countermeasures of Business Environment of Technological Innovation-oriented Enterprises in Shanghai

为了全面、准确地了解新时期上海市中小微科创企业营商环境现状,以企业实际经营活动环节为中心,将营商环境分为科技创新环境、人力资源发展环境、信用资金环境、市场环境等四个方面。以77家上海中小微科创企业为样本群,通过调查问卷和座谈会调研发现,上海市中小微科创企业存在融资困难、政策宣传和优惠力度不够、公共服务信息碎片化、科研成果市场推广困难等问题,针对问题提出了相应的对策及建议。

In order to comprehensively and accurately understand the business environment of small and medium sized technological innovation-oriented enterprise in the new period, the index system of the business environment is divided into four aspects： the environment of scientific and technological innovation, the environment of human resources development, the environment of credit capital and the environment of market. Taking 77 small and medium-sized enterprises as samples,and through the questionnaire and symposium, we found that there are some problems in Shanghai SMEs, such as financing difficulties, inadequate policy publicity ,inadequate preferential treatment, fragmentation of public service information and difficulty in marketing scientific research achievements. The corresponding countermeasures and suggestions are put forward.
