Research on Legalization Construction of Business Environment in Xiongan New District

良好的营商环境是推进雄安新区创新驱动发展的重要保障,推进雄安新区营商环境的构建必须走法治化之路。从营商环境概念界定及其功能出发,分析雄安新区营商环境建设法治化的必要性,强调应以系统性、创新性以及国际性三大法治原则为指导,以公平竞争的市场环境、高效廉洁的政务环境、公开透明的法治环境、绿色低碳的生态环境、和谐稳定的劳资环境、科学明晰的产权环境以及激励创新的财税环境等七方面为具体路径,推进雄安新区营商环境法治化。

A good business environment is an important guarantee for promoting the innovation-driven development of Xiongan New District. To scientifically promote the construction of the business environment in Xiongan New District, we must take the road of rule of law. Therefore, based on the definition of business environment and its function, this paper analyzes the necessity of legalization of business environment construction in Xiongan New District, stressing that it should be guided by three rules of systemic, innovative and international law principles, with seven aspects of innovation for a specific path which are the market environment of fair competition, effective and clean government affairs environment, open and transparent legal environment, green low carbon ecological environment, harmonious and stable labor environment, science, clear property rights environment and financial environment to promote Xiongan New district business environment under the rule of law.
