国内外轨道交通运营研究对我国城际铁路建设条件的启示

Enlightenment of Research on Rail Transit Operation at Home and Abroad to Construction Conditions of Intercity Railway in China

目前我国城际铁路建设已进入白热化阶段,但对于判断该区域是否具备建设城际铁路的条件、建成后的运营期是否能顺利运转等相关问题的研究依旧较为缺乏。为了能全面分析提炼我国城际铁路建设条件,通过对比分析巴黎及东京城市圈轨道交通系统的路线选择、资金运转及票价制定三方面的建设运营情况,并针对我国城际铁路建设条件相关文献的贡献及不足,分析已有城际铁路建设条件指标体系的互补性与可行性。通过总结国外著名轨道交通城市——巴黎和东京的铁路建设经验及探讨目前国内城际铁路建设条件研究成果,结论认为,我国在规划建设城际铁路时,除参考现有城际铁路建设条件指标体系,还需考虑该区域的建设水平、居民出行需求及建设资金条件,在满足建设条件指标体系的基础上,结合不同地区的实际情况进行考究,进一步完善我国对城际铁路建设条件的研究。

At present,the construction of intercity railway in our country has entered a rapid development period. However,there is still a lack of researches on determining whether an area has the conditions for the construction of an inter-city railroad and whether the operation after its completion can be smoothly proceeded. In order to comprehensively analyze and refine the conditions for the construction of intercity railways in our country,this paper compares and analyzes the construction and operation of railway systems in Paris and Tokyo metropolitan areas in terms of route selection,capital operation and fare development. According to the contributions and deficiencies of the related literatures about construction conditions of intercity railways,this paper analyzes the complementarity and feasibility of the index system of the existing inter-city railway construction conditions. By summarizing the experiences of railway construction in the famous rail transit cities-Paris and Tokyo,and discussing the research results of the current domestic inter-city rail construction conditions,this paper maintains that while planning and constructing the inter-city railways of our country,the existing inter-city rail construction condition system should be taken as a reference,meanwhile,the construction level of the region,residents travel needs and construction funds should be included in the consideration. With all the construction condition indexes being reached,further investigation of the actual conditions in different regions should be conducted, and researches on the constructionconditions of inter-city railways in our country completed.
