摘要
在自然灾害等突发事件发生后,受灾地区需要大量救援物资,因此救援物资的调配发挥着重要的作用,及时将物资送达受灾地区,能够有效减少人员伤害和财产损失。文章将以备份救灾库和战略救灾库为救灾物资供应库,多转运中心和多需求点构成三级救灾物资供应链,在多种假设配送情形下建立以时间和费用为双目标的函数模型,考虑到如果两种目标是负相关关系,则将双目标函数通过加权系数法转化为以时间为目标的单目标函数。通过对函数模型进行比较,根据具体情况寻找最佳配送方案,最后结合具体事例运用LINGO进行算例分析。模型的建立和分析对于备份救援库的选址和物资调配具有指导意义。
After natural disasters and other emergencies occur, the affected areas need a lot of relief materials, and therefore the deployment of relief materials play an important role in the timely delivery of materials affected areas, can effectively reduce personal injury and property damage. This paper will use the backup disaster relief library and strategic disaster relief library as the disaster relief material supply library, mul-ti-transport center and multi-demand point to form a three - level disaster relief material supply chain, and establish a function model with time and cost as a double objective under various hypothetical distribution situations. Considering that if the two objectives are negatively correlated, the bi-objective function is transformed into a single-objective function target-ed by time by the weighting coefficient method. By comparing the function models, we find the best distribution plan accord-ing to the specific situation, and finally use LINGO to analyze the examples with specific examples. The establishment and analysis of the model is of guiding significance for backup site selection and material allocation.
