农地非农化过程中农民的成本收益及效率分析

Analysis of Farmers' Cost Benefit and Efficiency in the Non-agriculturalization Process of Agricultural Land

由于现行的农地非农化补偿仅仅对农用地经济价值进行补偿,忽视了对农用地其他价值进行补偿,导致农地非农化效率不高,针对农地非农化过程中农民承担的成本与获得的收益的研究已成为保护农民切身利益,维护社会稳定的重要课题。从农用地综合价值的角度出发,以耕地为例,基于农民利益视角,综合运用成本收益分析方法等研究方法,探究农地非农化过程中农民群体成本收益的构成并对农地非农化效率进行估算,立足实际提出提高农地非农化效率的可行性建议,为相关部门提供参考。研究结果表明:调查区农民的农地非农化效率分别是:陕西卢县为0.26、贵州盘县为0.26、广西兴业县为0.35、湖北咸宁为0.35、湖南吉首为0.51。以上五个地区的农地非农化效率均小于1,且各地区农地非农化效率存在差异。估算结果说明农地非农化过程中农民负担的成本远大于农民获得的收益,农民切身利益得不到维护。

The current non-agricultural compensation for agricultural land covers only the economic value and ignores other values of agricultural land,resulting in a low efficiency of non-agriculturalization.Thus,the research on the cost benefit of farmers in the process of farmland conversion has become an important issue in protecting farmers fundamental interests and maintaining social stability.Based on the comprehensive value of agricultural land and farmers interests,this paper explored the composition of farmers cost benefit in the process of non-agriculturalization and estimated the efficiency of non-agriculturalization through various methods including the cost-benefit analysis methods.This paper aimed to propose feasible suggestions and references for relevant departments to improve the non-agricultural efficiency.The results showed that the non-agricultural efficiency of farmland in the survey area was 0.26 in Lu County of Shaanxi province,0.26 in Pan County of Guizhou province,0.35 in Xingye County of Guangxi province,0.35 in Xianning County of Hubei province,and 0.51 in Jishou County of Hunan province,which were less than 1.Moreover,there were differences among the regions in terms of the efficiency.It is shown that the farmers cost in the non-agriculturalization process of agricultural land is far greater than their income,and their vital interests cannot be protected.
