因历史原因,我国近年来的主要经济发展模式采用"资源→产品→废弃物"单向流动的线性模式,其特征是高开采、低利用、高排放。这就导致了生产、生活消费所必需的资源不断大量消耗,而环境污染又日益严重。如大量的包装品生产和废弃就是一个典型的案例。因此,为了可持续发展,必须改变这种经济发展模式,建立和完善包装废弃物的逆向物流系统,发展循环经济。
