摘要
监狱目标管理评价指标体系的编制,必须遵循监狱管理的基本原则,符合人本管理的内在精神.在框架结构的设计上,必须和现代化文明监狱建设的总目标与总任务协调一致, 构建监狱目标管理的话语体系. 从监狱目标管理的最终价值取向上看,是追求人的发展与完善,其评价指标体系的构建也应尊重人的主体性向度,体现以人为本的价值取向. 在考评工作上,应坚持以官方考核为主的原则,突出考评工作的流程化、精准化、规范化.
The establishment of the evaluation index system for prison objective management should follow thebasic principles of prison management and conform to the inherent spirit of human-oriented management. For thedesign of the framework structure, it should be coordinated with the overall goals and general tasks of theconstruction of modern civilization prison to build a discourse system of prison objective management. For theultimate value orientation of prison objective management is to pursue the development and perfection ofhumanity, therefore, the construction of the evaluation index system should respect humanistic subjectivity andreflect the human-oriented value orientation. It should adhere to the principle of taking the official assessment asthe priority, to highlight the proceduralization, precision, and standardization of the evaluation.
