成都碳排放权交易市场建设的思考

Thoughts and Suggestions on the Construction of Carbon Emission Trading Market in Chengdu

气候变化已成为人类面临的共同挑战,积极应对气候变化是全世界共同的责任。作为控制温室气体排放强有力经济手段的碳排放权交易市场(简称碳市场),近年来迅速发展。2017年是我国碳市场进入全面快速发展的关键之年。成都作为国家中心城市及国家低碳试点城市,开展碳市场建设具有深远的战略意义和重要的现实意义。论文认为成都碳市场建设近期应在四个方面开展工作:搭建西部碳交易中心平台,为充分发掘西部地区生态资产和碳资产提供有力支撑;响应国家统一碳市场建设,加强碳交易基础能力建设;实施"碳惠天府"计划,推动经济建设和社会生活的低碳转型;构建具有成都特色的碳金融体系,促进经济转型升级,推动落实生态文明建设总体目标。

Climate change has become a common challenge facing mankind, and it is the common responsibility of the whole world to actively respond to it. Carbon emissions trading market（carbon market for short） as a powerful econom- ic means to control greenhouse gas emissions has been developing rapidly in recent years. 2017 is the key year for China＇ s carbon market to enter a comprehensive and rapid development. As a national central city and also a national low carbon pilot city, Chengdu has far-reaching strategic significance and important practical significance to carry out the carbon mar- ket construction. This paper holds that the construction of carbon market in Chengdu should be carried out in four aspects in the near future：build the Western carbon trading center platform so as to provide strong support for the full excavation of ecological assets and carbon assets in the western region; strengthen the construction of the basic capacity of carbon trading in response to the call of the national unified carbon market;implement the plan of ＂Carbon Preferential to Tian- fu＂ to promote low-carbon trans formation of economic construction and social life; build a carbon finance system with Chengdu characteristics to promote economic transformation and upgrading and achieve the overall goal of ecological civili- zation construction.
