结构化分析技术在美国情报界的应用及对中国的启示

The Application of Structured Analysis Techniques in American Intelligence Community and Its Enlightenment to China

[目的/意义]探索结构化分析技术在美国情报界的应用经验,为弥补我国情报界尤其是公安情报在分析方面的不足提供借鉴。[方法/过程]通过查找分析国内外相关文献,阐述结构化分析技术的重要性,研究其在美国情报机构和教育界的应用情况,分析我国在情报分析方面的不足,提出完善我国情报界结构化分析技术的建议。[结果/结论]我国应当借鉴美国经验,在对情报工作人员的培训中增加结构化分析课程,增设公安情报学的分析课程,提高对情报分析技术尤其是结构化分析技术的重视程度,提高情报人员分析能力。

[Purpose/significance] The paper is to explore the application experience of structured analysis techniques in Americanintelligence community, so as to provide reference for making up the shortfall of analysis for the Chinese intelligence community, especially for the public security intelligence. [Method/process] The paper describes the importance of structured analysis techniquesthrough the search and analysis of relevant domestic and foreign documents, studies its application in American intelligence agenciesand education sector, analyzes the shortfalls of intelligence analysis in China, and proposes suggestions to perfect the structured analysis techniques for the Chinese intelligence community. [Result/conclusion] China should learn from U.S. experience, add structuredanalysis courses to the training of intelligence personnel, increase the analysis course of public security information science, and paymore attention to intelligence analysis techniques, especially structured analysis techniques, so as to enhance the analytical ability ofintelligence personnel.
