浦东新区深化“证照分离”改革试点研究

Pilot Study on Deepening the Reform of “License Separation” in Pudong New Area

"证照分离"改革是个不断推进的系统化工程,需要建立有机的全链条行政管理体制框架,包括在改革实施推进中结合证前的"准入"与证后的"准营",商事制度、证照分离、事中事后监管改革等。在前期改革成果基础上,浦东新区扩大纳入改革试点的审批事项,通过系统集成,将"证照分离"改革与自贸试验区各项开放政策、重点产业扶持政策、区域开发政策以及人才政策等进行紧密衔接,进一步改善营商政策环境。

The reform of ＂license separation＂ is a systematic project that is constantly pushed forward, and it needs to establish an organic whole chain of administrative management system framework, including the ＂access＂ before and after certification, the commercial system, separation of licenses, and the reform of supervision in and after the event. On the basis of the previous reform achievements, the Pudong new area should expand the examination and approval items of the reform pilot, and through the system integration, the ＂license separation＂ reform is closely linked with the open policy, the key industry support policy, the regional development policy and the talent policy of the FTA, and further improves the business policy environment.
