摘要
目的:构建一套科学、公平以及操作性强的绩效考核体系,希望对未来进一步完善新型医院绩效管理方案提供参考。方法:引入平衡计分卡设计思路,将医院的战略目标逐层分解为各种具体的绩效考核指标体系,并对其实现情况进行考核。结果:实施科学的绩效考核,合理地分配绩效工资,有效地激发员工的积极性,提高医院服务质量。结论:应在充分考虑各种影响因素的基础上,选择顺应卫生体制改革要求的适合本单位的绩效考核模式。全员参与和信息化的有力支撑是全面实施绩效考核的关键。
Objective : To build a set of scientific, fair and operational performance appraisal system, hoping to provide reference for the further improvement of the new hospital performance management scheme in the feature. Methods : By introducing the design idea of Balanced Scorecard, the strategic goal of hospital is decomposed into a variety of concrete performance appraisal index system layer by layer, and its realization is evaluated. Results : In order to achieve the purpose, we should carry out scientific performance appraisal, allocate performance salary reasonably, effectively arousing the enthusiasm of staff and improving the quality of hospital service. Con- clusion: On the basis of fully considering all kinds of influencing factors, we should choose the performance appraisal mode suitable for the unit of in accordance with the requirements of health system reform. The full participation and strong support for information are the key to the full implementation of performance appraisal in an all-round way.
