十八大以来党中央以巨大的政治勇气和正风肃纪的毅力整顿治理"四风",扭转了"四风"蔓延的态势,加快推动地方政府工作作风的良性发展;但新时代下"四风"问题影响到了党和政府的政治生态环境,也影响到地方政府理政工作绩效,"四风"顽疾仍有异变的新问题,实则老问题,作风建设要永不止步。本文从地方政府理政行为与"四风"问题联系进行正向负向分析价值;探讨"公我"理念克制"利我"的形式主义,用"以人民为中心思想"理念克制"权念"的官僚主义,用"重塑价值认可"理念克制"悖念"的享乐主义,用"法义"理念克制"膨欲"的奢侈之风;并从制度构建环境、以人民导向的责任倒逼、公共行政伦理方向提升"地方政府理政行为"、治理"四风"问题。
