住建部等提出的特色小镇建设包括五个方面的培育要求,其中与公共服务相关的要求是针对当下我国农村仍然存在的问题而提出的,这些问题包括部分农村公共服务设施供给不足,供给规模达标而质量不达标,城乡公共服务差距拉大,公共服务沦为形象工程等。究其原因在于地方政府的财权和事权错位,农村公共服务供给主体单一,城乡二元分立的公共服务供给体制,以及在供给时脱离广大农民的实际需求等。特色小镇是辐射带动新农村的重要载体,是从根源上提高农村公共服务效率的一项举措,主要体现在四个方面:一是特色小镇扩展了农村公共服务的资金来源渠道,二是特色小镇建设有助于进一步推进公共服务多元供给制度的建立,三是特色小镇建设在数量和质量上进一步缩小城乡公共服务供给的差距,四是特色小镇聚集了农村人气,使农民有意识地参与到农村公共服务决策中。可以说,特色小镇建设为农村公共服务的发展带来新的动力,是实现农村公共服务供给现代化的有力抓手。

The construction of the characteristic town proposed by the Ministry of Housing and Construction indudes five aspects of the cultivation requirements, among which, the demand for public service is aimed at the problems that still exist in our rural areas, these problems include some rural public service facilities inadequate, the supply scale and quality is not up to standard, urban and rural public service gap widened, public services become a problem of image engineering. The reason is that the dislocation of local government＇s financial and power, the singleness of the main body of rural public service supply, the public service supply system separated by urban and rural, as well as out of actual needs of farmers when supplied. The characteristic small town is an important carrier of radiation-driven new countryside, k is an important way to improve the eflidency of public service in rural areas. It is mainly embodied in four aspects： First, the characteristic town expands the channel of funding for meal public service. Second, the comtrucfion of the characteristic small towns help to further promote the establishment of a multi-service system of public services. The third is the size of the town in the number and quality to further narrow the gap between urban and rural public service supply. The forth is the characteristic small town gathered the rural popularity, so that farmers conscious to participate in rural public service derision-making. It can be said that the construction of characteristic small town brings new impetus to the development of rural public service, which is a powerful strafing point for realizing the modernization of rural public service supply.
