Survey on the Status Quo of Bio-safety Management of Pathogenic Microbiology Laboratories

目的了解上海市某区社区卫生服务中心病原微生物实验室生物安全管理现状,为医院管理和卫生监督提供科学依据。方法对区内10家社区卫生服务中心的病原微生物实验室开展全覆盖的现况调查,并通过现场监督检查对现况调查表的内容进行修正。结果该区社区卫生服务中心病原微生物实验室备案制度有效落实;临床检验业务交由某第三方医学检验机构进行统一托管后,硬件布局、体系建设、临床检验质量得到显著提高,但人员管理差异明显;生物安全管理与防护意识仍显不足;样本运输缺乏科学化、智能化管理;医疗废物集中处置能力不足。结论医疗机构作为管理主体应结合实际制定各项制度并落实到位,加强人员的日常管理、培训与考核;第三方医学检验机构需进一步加强服务能级,尤其是尽快引入生物样本运输信息实时监控和数据历史追溯等科学技术措施,减少样本运输安全隐患;卫生监督部门仍需坚持从备案着手,严把准入关,推进实验室生物安全整体水平的提高;此外区域医疗废物集中处置能力急需加强。

Objective To investigate the status quo of bio -safety management of pathogenic microbiology laboratories in community health service centers in Shanghai, so as to provide scientific basis for hospital management and health supervision. Methods A lull - coverage survey was conducted in the pathogenic microbiology laboratories of 10 community health service centers in Changning District, Shanghai, and the contents of the survey were rectified through on - site supervision and inspection. Results The registration system of the laboratories was implemented effectively. With a third -party medical inspection agency entrusted with the clinical inspection service, progress was achieved in the hardware layout, system construction and the quality of clinical examination. However, there was obvious difference in staff management. The awareness of biosafety management and protection is still insufficient. The sample transportation lacks scientific and intelligent management. The capacity for centralized disposal of medical waste is inadequate. Conclusion As the main body of management, medical institutions should formulate and implement various systems in accordance with actual situation and strengthen the daily management, training and appraisal of the personnel. The third -party medical inspection agency should promote its stow-ice capability, especially the earlier introduction of scientific and technical measures in real - time monitoring and data history tracing of biological sample transportation information, so as to reduce the potential salary risks of sample transportation. Health supervision authorities should continuously promote the overall level of laboratory bio - safety with strict access and record. In addition, regional capacity for centralized disposal of medical waste should be strengthened urgently.
