Thoughts on Black and White Contracts in PPP Projects——Based on Game Theory Research

总结现阶段我国PPP项目黑白合同的现状及问题,结合经典博弈理论,得出政府与社会资本就黑白合同谈判的博弈模型,并通过博弈结论对我国PPP项目黑白合同进行分析,最后从博弈论视角得出应对PPP项目黑白合同的相关建议,借以促进PPP项目规范化发展。

First, this paper summarizes the status quo and problems of black and white contracts in China＇s PPP projects at the present stage. Then, in combination with the classical game theory, we come to a game model of black and white contract negotiation between government and social capital. Finally, through the analysis of game conclusions, we analyze the black and white contracts of PPP projects in China, and from the perspective of game theory, we come up with the suggestions on responding to black and white contracts of PPP projects, in order to promote the development of PPP project norms.
