中美经贸关系的战略思考及应对

中美建交以来,经贸合作在磕磕碰碰中快速增长。目前,中国是美国第一大进口来源地和第三大出口市场,美国是中国第六大进口来源地和第一大出口市场。特朗普政府挑起对华贸易战,缘于"美国优先"的贸易保护主义、遏制中国考量加重、强势扭转贸易逆差、振兴美国制造业、增强美国比较优势等因素。中美贸易战带来诸多不良影响,包括中国经济下行压力加大、美国民众的生活成本增加、贸易战或演变为中美全面对抗、可能导致全球经济复苏夭折等。提出正确看待中美经贸关系波动发展、积极消除认识误区、面向双赢积极推进经贸合作、提升软硬两个方面的实力、做好中美贸易持久战的准备等,改善中美经贸关系的战略思考及应对举措。

Since the establishment of diplomatic relations between China and the United States, economic and trade cooperation has grown rapidly with frictions. At present, China has become the largest source of imports and the third largest export market in the United States. The United States is China＇s sixth largest source of imports and the largest export market. Out of trade protectionism based on the America First principle, the Trump administration has provoked a trade war with China aiming to contain China, reverse the trade deficit, revitalize American manufacturing, and strengthen the United States＇ comparative advantage. This Sino-US trade war has brought many negative effects, including increasing of Chinese economic downward pressure, raising of the cost of living for the American people, upgrading of the trade war to a comprehensive confl＇ontation, and consequence of the collapse of the global economic recovery. The strategic considerations and countermeasures related with Sino-US economic and trade relations are put forward in terms of how to consider Sino-US economic and trade relations, eliminate misunderstandings, develop economic and trade cooperation, promote the soft and hard powers, and prepare for the long-term trade war.
