构建河北坝上生态经济新高地

Constructing a New Highland of Ecological Economy in Hebei Bashang Region

坝上地区是京津冀的重要生态屏障,是我省建设京津冀生态支撑区的重点区域,但受传统的发展理念影响,坝上原本脆弱的生态环境受到破坏,生态承载能力几乎达到极限。本研究认为必须重构发展理念,以全区域生态保护为总目标,重构坝上生态经济体系,真正把坝上建设成生态经济高地。本文提出应从五个方面构建生态经济基本框架:一是切实落实水源地保护、防沙治沙和退耕还草还林三大生态修复工程。二是积极退出人口和耕地,最大限度地减少人为生态干预。三是以控制产业规模和高端路线为目标,多措重构生态经济。四是充分利用国家专项政策,协同推进生态"共建区"建设。五是建立健全生态补偿制度,依托生态补偿保障坝上居民的整体利益。

The Bashang region is an important ecological barrier of Beijing-Tianjin-Hebei and the key area for the construction of the Beijing-Tianjin-Hebei ecological support area. However, due to the traditional development idea, the fragile ecological environment of Bashang region has been destroyed so seriously that the ecological carrying capacity reaches the limit. This study argues that with the goal of protecting ecology of the whole region, it is necessary to reconstruct the development concept and to reconstruct the ecological economic system so as to build the Bashang region into an ecological economic highland truly. This paper proposes to construct the basic framework of ecological economy from five aspects： First, implement three major ecological restoration projects that water source protection, sand-control and returning farmland to grassland and forest. Second, quit the population and cul- tivated land actively so as to minimize artificial ecological intervention. Third, with the goal of controlling the scale of the industry and taking advanced route, take various measures to reconstruct the ecological economy. Fourth, make full use of the national special policies and jointly promote the construction of ecological ＂co-construction areas＂ . Fifth, establish and improve the ecological supplement system, on which the overall interests of the residents on the Bashang region rely.
