基于学分银行的学历与非学历教育融合机制研究 以宁波广播电视大学与市总工会合作项目为例

Research on the Fusion Mechanism of Academic and Non-degree Education Based on Credit Bank

突破传统的学历与非学历教育"双轨"机制,探索学历教育与非学历教育融通的新机制。以宁波电大与市总工会的合作项目为试点,尝试从课程改革、考核改革、学分积累与转换等角度,推行若干学历与非学历教育之间的双向互动融合举措,打通两者间存在的学习成果积累、认证、转换等环节上的一些阻滞,着力探索建立一套基于"学分银行"的学历与非学历融合机制,构建起两者间的学习"立交桥",助力宁波市职工学历技能提升的"求学圆梦计划"和百万职工素质提升工程,同时提高学习者的积极性,引导与培育全社会形成终身学习理念。

This paper explores fusion mechanism between academic education and non-degree education, instead of the traditional ＂dual-track＂ mechanism. Taking the cooperation proj ect of Ningbo Radio and TV University and the Municipal Federation of Trade Unions as a pilot, the paper elaborates how the project tries to implement a two-way interactive integration between academic and non-degree education from the perspectives of curriculum reform, assessment reform, and accumulation of credits and conversions based on ＂credit bank＂ so as to construct a study ＂overpass＂ between the two and promote ＂Study Dream Plan＂ to help to improve the quality of one million employees in Ningbo. At the same time, learners＇ motivation will be enhanced and the whole society will be guided and cultivated to form a lifelong learning concept.
