河北省财政资金产业扶贫模式效果研究

Effects of Industrial Poverty Alleviation Modes by Financial Fund in Hebei Province

近年来,河北省不断加大扶贫开发力度,集中财政资金用于贫困地区和贫困人口的产业扶贫,以增加贫困地区和贫困人口的造血能力。河北省财政资金产业扶贫主要模式有光伏发电、入股分红和种植养殖。通过对河北省5个贫困县的调研,对上述3种扶贫模式的效果进行了对比分析,结果表明:在当前具有电价补贴的情况下,集中式光伏发电的扶贫效果最好,但取消电价补贴后该模式优势不大;入股分红是目前普遍采用的一种产业扶贫方式,收益率较为稳定,如何平衡入股资金的收益与企业的发展,是入股分红模式面临的最大挑战;种植养殖模式的扶贫效果较弱,主要原因是产业链短、附加值低和缺乏规模效应。

In recent years,Hebei Province has increased efforts in poverty alleviation and development,con-centrating financial fund on industrial poverty alleviation in poor areas and poor people to increase their ca-pacity to wipe out poverty. The main industrial poverty alleviation modes by financial fund in Hebei Province are photovoltaics,holding to share out bonuds,and planting and breeding. Through the investigation of five poor counties in Hebei Province,this paper makes a comparative analysis of the effects of the above three poverty alleviation modes. The results show that under the condition of electricity price subsidies,the cen-tralized photovoltaics has the best effect. If the electricity price subsidies were cancelled,the advantage of this mode would be little. Holding to share out bonuds is widely adopted at present,and the rate of return is relatively stable. How to balance the return of share capital and the development of enterprises is the biggest challenge for this mode. The poverty alleviation effect of planting and breeding is weaker,mainly be-cause of the short industrial chain,low added value and lack of scale effect.
