生态环境保护部门在生态补偿机制建设中的职责与任务研究

Responsibilities and Tasks of Environment Protection Department in Construction of Eco-compensation Mechanism

实施生态保护补偿是调动各方积极性、保护好生态环境的重要手段,是生态文明制度建设的重要内容。本研究评述了近年来国内不同领域生态补偿方面的研究,全面梳理了国家对生态补偿的要求,以河北省为例,根据《河北省生态环境保护责任规定》和《河北省环境保护厅机关"三定"实施方案》所赋予的职责,指出了河北省环境保护部门在生态补偿方面的职责与任务。研究指出,不同环境要素在相关环境功能区划里的分类是生态环境保护部门开展生态补偿制度建设的必要条件。

The implementation of ecological protection compensation is an important mean to mobilize the en-thusiasm of all parties and to protect the eco-environment. It is also an important content of the construction of ecological civilization system. Our study reviews the researches on eco-compensation in different fields in recent years in China,comprehensively summarizes the requirements of the national eco-compensation. Taking Hebei Province as an example,we points out the responsibilities and tasks of environmental protection de-partments in eco-compensation according to the Responsibility for Eco-environmental Protection of Hebei Province and the Three Sets Implementation Plan of Hebei Province Environmental Protection Department. The results show that the classification in the relevant environmental functional area of different environmental ele-ments is a necessary condition for the eco-environmental protection department to carry out the construction of the eco-compensation system.
