摘要
在当前城市向外延伸发展、城乡界限逐渐模糊的背景下,城市公交向外延伸受到运营管理与技术标准等多方掣肘,合法性难以界定。为了解决城乡公交一体化过渡期城市公交延伸发展中的问题,开展本次研究。经分析,上位法规缺失、法规之间衔接度不高、技术标准存在差异对城乡公交一体化发展形成制约。通过回归车辆、道路的本质属性,比较在实际运行中设置乘客站立区的城市公交在城市道路与公路上的运行条件的差异。从站台设置、附属设施、交通结构、事故分析、运营管理、安全管理等方面,提出在过渡期设置乘客站立区公交的存量与增量解决方案。
In the current urban development,the boundary between urban and rural areas is gradually blurred,which is difficult to determine the legitimacy of the city's public transit.In order to solve the development problems in the transition period of urban and rural transportation,this study is carried out.Through the analysis,the lack of laws and regulations and the differences in technical standards are the main constraints.By analyzing the basic conditions of vehicles and roads,the difference of driving conditions between city buses and urban roads is compared.The solution is proposed from the aspects of platform setting,auxiliary facilities,traffic structure,accident analysis,operation management and safety management.This study provides a reference for the decision-making of urban and rural bus integration.
