京津冀高等职业教育生均经费支出差异与对策——基于2006～2016年面板数据的实证研究

The Differences and Countermeasures of the Average Expenditure of Higher Vocational Education in Beijing,Tianjin and Hebei——An Empirical Study Based on Panel Data from 2006～2016

基于2006～2016年《中国教育经费统计年鉴》面板数据,分析了京津冀高等职业教育生均事业费(经费)差异,探讨了高等职业教育投入与区域经济发展水平的关系。结果表明:京津冀三地高等职业教育生均事业费支出水平存在较大差距,区域经济发展对生均经费支出具有正向作用。实施京津冀协同发展战略,应进一步提高地方政府高等职业教育投入的努力程度,以多元化融资方式拓宽经费的筹措渠道。通过建立京津冀高等职业教育协同发展专项经费,满足人才培养的成本需求。

Based on the panel data of the 2006 -2016 China Education Funding Statistical Yearbook, this paper analyzes the differences in the average student education fee of higher vocational education in Beijing, Tianjin and Hebei, and discusses the relationship between the investment in higher vocational education and the level of regional economic development. The results show that there is a big gap between the average expenditure of higher vocational education in Beijing, Tianjin and Hebei, and the regional economic development has a positive effect on the per capita expenditure. To implement the coordinated development strategy of Beijing - Tianjin - Hebei, we should further improve the efforts of local government＇ s higher vocational education investment, and broaden the financing channels through diversified financing methods. To meet the cost needs of personnel training need establish the special funds for the coordinated development of higher vocational education in Beijing, Tianjin and Hebei.
