摘要
基于PCA-DEA组合模型测算煤炭产业2000年~2016年的生态效率,并运用VAR模型实证分析环境规制与煤炭产业生态效率的动态关系,结果表明:我国煤炭产业生态效率水平呈波动上升趋势,但总体水平不高;环境规制对煤炭产业生态效率的提高短期内有抑制作用,长期来看是促进作用;同时,煤炭产业生态效率状况亦能反向影响政府环境规制的制定;我国煤炭产业生态效率存在显著的"时间惯性",前期的经济、环境情况对当期的生态效率影响始终最大。
Based on the PCA-DEA model,the ecological efficiency of the coal industry was measured from 2000 to 2016,and the dynamic relationship between environmental regulation and the coal industry ecological efficiency was empirically analyzed by using the VAR model.The results show that:the level of China′s coal industry ecological efficiency fluctuates upward.However,the overall level is not high;environmental regulations have an inhibitory effect on the improvement of the eco-efficiency of the coal industry in the short term,and in the long term it is a promoting effect.At the same time,the ecological efficiency of the coal industry can also adversely affect the formulation of government environmental regulations;there is a significant "time inertia" in the ecological efficiency of China′ s coal industry.The previous economic and environmental conditions have the greatest impact on the current ecological efficiency.
