我国金融对外开放历程及其战略取向

The Course of China's Financial Opening-up and Its Strategic Orientation

我国正处在大国关系转型调整与经济结构转型升级的关键时期。根据"五维一体"理论与"不可能三角形"的中间制度解的现实条件,加快我国金融对外开放,应推行从固定汇率制到浮动汇率制的汇率制度改革,以及从贸易账户到资本与金融账户的渐进开放式改革,实现货币政策从数量型向价格型转型,基于"一带一路"建设推进人民币的国际化进程。我国短期应维持或沿用既定的国际经济秩序与规则;中期应加强与世界各国经济的相互依存性,特别是增强与"一带一路"沿线国家的经济相互依赖程度,推动区域经济金融一体化发展;长期应牢牢把握服务民族复兴、促进人类进步这条主线,提出更为公平、开放、包容、共赢的国际经济与金融体系以及相应的制度安排,为构建新的全球治理体系提出"中国方案"。

China is in a crucial period of transformation and adjustment of major-country relations and economic restructuring and upgrading. According to the realistic conditions of the ＂five-dimensional integration＂ theory and the intermediate system solution of the ＂impossible trinity＂ ,to speed up China＇s financial opening-up,we should carry out the reform of the exchange rate system from the fixed exchange rate system to the floating exchange rate system ,and gradually promote opening-up reform from trade accounts to capital and financial accounts, transform the quantitative monetary policy to the price-based one, and promote the internationalization of RMB based on the Belt and Road Initiative. The established international economic order and rules should be maintained or followed in the short term. In the medium term, it is necessary to strengthen the interdependence with the economies of all countries in the world, especially to enhance the degree of economic interdependence between China and the ＂the Belt and Road＂ regional countries. In the long term, we should firmly grasp the main task of serving national renewal and promoting human progress, put forward a more equitable, open, inclusive and win-win international economic and financial system and related institutional arrangements, and put forward a ＂China plan＂ for building a new global governance system.
