“一带一路”背景下的产业转移与中国全球价值链地位提升

The Industrial Transfer and China's Global Value Chain Status Promotion on the Background of “Belt and Road”

大规模承接国际产业转移和积极参与国际分工改变了中国的落后面貌。但从现代产业新的分工体系来看,中国尚处于相对不利的地位,仍需更大的空间促进产业要素流动,为新产业、新动力拓展空间,改善在全球价值链中的地位。在"一带一路"背景下,中国产业转移呈现三大特征:基于国际产能合作,向外转移产业步伐加快;基于区域平衡发展,国内产业"大迁移"融入双向开放新格局;基于新旧动能转换,承接产业转移转向以服务业和高端制造业为主。在产业转移视域下,提升中国全球价值链地位可以从三方面着力:塑造"一带一路"沿线有利的地缘经济环境,推进国内区域发展战略与"一带一路"建设的融合互动,围绕释放企业活力做好"一带一路"服务工作。

Large-scale undertaking of international industrial transfer and active participation in international division of labor have changed China＇s backward outlook.But from the point of division of the new system of modern industry,China is still at a relative disadvantage,still need more space to promote industrial elements flow,develop space for a new industry and new energy,and improve the position in global value chain.Under the background of＂Belt and Road＂,China＇s industrial transfer presents three characteristics：based on international production capacity cooperation,the pace of outward transfer industry is accelerated.Based on regional balanced development,the ＂great migration＂ of domestic industry is integrated into a new pattern of two-way opening.Based on the transformation of old and new kinetic energy,the transfer of industry has developed into the service industry and high-end manufacturing industry.Under the industrial relocation horizon,if we want to enhance China＇s status in the global value chain,we can focus on three aspects：create a favorable geo-economic environment along＂Belt and Road＂,promote the domestic regional development strategy and the interaction of the construction of the ＂ Belt and Road＂,do a good service for＂Belt and Road＂surrounding the release of enterprise vitality.
