基于公信力的教育质量第三方评估制度构建 被引量:17

Development of the Third-Party Assessment System for Education Quality Based on Public Trust

摘要 通过对各种"第三方"的类型化比较,可以发现评估型的第三方与裁决型的第三方(司法制度)具有高度的同质性,即强调专业性、中立性和权威性。故此,理想的第三方评估制度的构建,可将司法制度作为借鉴,通过"场景化第三方"标准的实施、正当程序原则的贯彻、政府规制与自我规制机制的相互结合以及国家对评估权威性的背书式保障等路径予以实现。 By comparing the typologies of various "third parties",it can be found that evaluative-third parties andadjudicative-third parties(judicial systems)are highly homogenous in nature,that is,they are professional,neutral andauthoritative. Therefore,the construction of an ideal third-party assessment institution can take the judicial system as areference and be realized through the implementation of "situational third-party" standards,the principle of due process,the combination of government regulation and self-regulation,and the state's endorsement guarantee of authoritativeevaluation.
