摘要
公共就业和人才服务机构存在着机构设置重叠、机构整合不到位、职能定位不清晰、服务范畴不统一等现象,使公益性职能未能充分发挥其作用。从整合性和协同性视角出发,强化公益性职能,纵向整合公共就业和人才服务机构,利用信息化技术搭建公共就业和人才服务平台,是转变政府职能、深化公共就业和人才服务机构改革的路径选择。
The public employment and talent service institutions have the phenomena of overlapping institutional settings, incomplete institutional integration, unclear functional orientation, and inconsistent service scope, which make the public welfare function fail to fully play its role. From the perspective of integration and synergy, strengthening public welfare functions, vertically integrating public employment and talent service system, and using information technology to build a platform for public employment and talent service is a path to transform government functions and deepen the reform of public employment and talent service institutions.
