基于SHAPLEY值修正法的地铁PPP项目收益分配对策研究

Research on the Distribution of Subway PPP Project Income Based on SHAPLEY Value Correction Method

随着地铁项目采用PPP模式的增多,其收益分配对策得到关注,而合理的收益分配机制是充分化解利益冲突、促成项目合作成功的关键.采用Shapley值修正法综合考虑投入比重、风险分摊、合同履约度3个影响因素,将影响参数进行修正后得到公平合理的分配比例.通过案例分析发现该方法可使参与主体实现各自目标,实现收益最优化.

With the increase of the PPP mode in subway is concerned, and the reasonable income distribution project, the income distribution strategy mechanism is the key to fully resolve conflicts of interest and promote the success of project cooperation. In this paper, the Shapley value correction method is adopted to comprehensively consider the three influencing factors of input proportion, risk assessment and contract performance, and the influence parameters will be adjusted to obtain a fair and reasonable distribution ratio. Through case analysis, it is found that this method can achieve the goal of the participating subjects and realize the optimization of revenue.
